This data is produced from an extract taken from the Inter-Departmental Business Register (IDBR). The publication focuses on changes to the registered business population, that is, those businesses registered at Her Majesty's Revenue and Customs (HMRC) for Value Added Tax (VAT) and/or Pay-As-You-Earn (PAYE) and at Companies House. This is the proportion of business registrations per 10,000 resident population aged 16 and above. The full definition of the measure is new businesses registering for VAT and PAYE and some smaller businesses reaching the VAT threshold or running a PAYE scheme for the first time. This was previously reported as NI 171.
