Controlled lists for the public sector
These pages show esd-toolkit's standard lists which define the semantics of public sector service delivery. All lists hosted here are given under the headings below. Where lists have been implemented, hyperlinks are given.
Services
- Service List – The EU Service list is a catalogue of all services performed by Local Government in England and Scotland and Municipalities in Belgium, Netherlands, Norway, Sweden, Germany
- Local Government Service List– Local Government services to citizens in England and Wales
- Scottish Service List – Local Government services to citizens in Scotland
- Childrens Service List – A sub-set of the Local Government Services List. It splits out all the services that a Council performs as part of their Childrens’ service provision - draft
- Emergency Service List – The Emergency Service List is a sub-set of the Local Government Services List. It splits out the Emergency Services that are performed - draft
- Internal Service List – A listing of in-house actions carried out by a council
People and places
- Life Event List – Identifies the challenges that face citizens in everyday life which may alter the course of their life
- Circumstance - Giving the characteristics of a person/household, organisation or place
- Business Circumstance List – Defines a core set of business categories that are common to most public sector bodies
- Person Circumstance List – A listing of the various conditions connected with or affecting a person
- Place Circumstance List – A record of land usage as classified by the BLPU Classification.
- Need List – Identifies the requirements of a citizen that can be fulfilled within the bounds of public sector service delivery whereby a course of action might support a positive change in circumstances
- Metric Type List – Metric types, which define measures and performance
- Benefit List - A list of issues or potential benefits which might be addressed (issues) or delivered (benefits) for/to an individual, organisation or community as the result of activity undertaken by a public sector organisation
- Operational Roles List - Identifies the types of jobs, positions, occupations, professions and responsibilities undertaken within the Public Sector

Organisational scope
- Function List – A hierarchy of service groups or activities that a public sector body performs to support information referenced at service group level
- Power and Duty List – Legal powers and duties under which services are delivered
- Organisation Type List – The Organisation Type List, formally the Local Government Agency Type List (LGATL), was drafted by the esd-toolkit Multi-Agency Working group to identify the various delivery agents within the Public Sector

- Navigation List – The Local Government Navigation List (LGNL) represents a user friendly browse navigation structure in order to give access to services on a Local Authority Web site
- Scottish Navigation List - The Scottish Navigation List (SNL) is a user friendly browse navigation structure containing services and areas on a Scottish Local Authority Web site
- Interaction List – The Local Government Interaction List (LGIL) is a list defining the type of dealings (publish information, make a payment, etc) a council may have in support of a service
- Channel List – The Local Government Channel List (LGChL) is designed to provide standard definitions of access/delivery channels for delivering services within the public sector
- Classification List – The Local Government Classification Scheme (LGCS)
- Document Type List – A list of types of resource, often seen as 'document types'

- FIDy subject vocabulary – The Department of Children Schools and Families Family Information Directory
Local Government Business Model and Linked Data
Lists and the relationships between them (known as an ontology) form the Local Government Business Model (LGBM), which is evolving from the work of esd-toolkit's Information Management Group. Lists are presented in a format which will be familiar to users of esd-toolkit's standards pages. However these pages are also designed to support Linked Data techniques that drive the semantic web.
Status
This site is now considered live, but is under continual improvement. Lists will be periodically updated, as shown in their guidance pages, in response to user requests and research by esd-toolkit and associated programmes. The content and features of the site are also subject to continual improvement under management of esd-toolkit's Key Information Group. Do feed back via these pages or e-mail to support@esd.org.uk if you have any specific requests.
Help and getting involved
You can edit text yourself and add discussion points if you log in with your normal esd login. You can also add comments in the esd-toolkit Information Management, LGBM and lists forums. Register if you do not have a login.
