|dc:description||Requirements that, if met, result in an improvement of circumstances|
|skos:definition||The Needs list identifies the personal requirements of a citizen that can be fulfilled within the bounds of public sector service delivery whereby a course of action might support a positive change in circumstances.|
Use - By identifying “Need” it is possible to group services and delivery agents together in order to resolve issues, problems and concerns raised by the citizen in a particular demographic target group.
It uses unique numeric identifiers for each “Need” irrespective of the language and naming conventions that are used by different people and organisations to identify or describe a Need.
